Whips should be banned at the race track.
If a horse does not have the competetive spirit and want to win - whipping it till its bloody should not be allowed just to make money for a group of humans. Hands and heels riding is enough to spur a horse on - no spurs on boots are allowed these days thank goodness. Some may argue that the strict rules in place could be even further tightened but this is a cruel and heartless practice and should be banned completely.
